The Baku-to-Belém roadmap aims to scale climate finance to $1.3 trillion annually by 2035, relying on carbon finance mechanisms, results-based payments, pre-purchase agreements and international transfers to mobilize investment. COP31 in Antalya must ensure those mechanisms deliver verified emissions reductions, equitable community benefits and measurable, additional funding that supports developing countries without compromising future climate targets.
